The inaugural edition of the Tourism & Festival Security Summit (TFSS) was successfully convened on the 20th of November, 2025, as a landmark gathering of security leaders, policymakers, and cultural stakeholders committed to strengthening the safety architecture of major tourism and cultural events across Northern Nigeria.
The Honourable Minister of Federal Ministry of Arts, Culture, Tourism and Creative Economy was in attendance, alongside the Chairman, Board of Trustees of the Arewa Consultative Forum.
The National Security Adviser (NSA) and the Chief of Defence Staff (CDS) were ably represented, as was the Governor of Yobe State, underscoring the high-level institutional commitment to securing tourism corridors, protecting guests, and reinforcing investor confidence ahead of CultureFest.

The Tourism for Security Summit (TFSS) is a strategic initiative that positions tourism as a tool for improving security, economic opportunity, and community resilience across Northern Nigeria. Launched during the 25th anniversary of the Arewa Consultative Forum (ACF), TFSS explores how carefully designed tourism activities in underserved and remote areas can stimulate local economies while strengthening collaboration between communities and security institutions.
Through the summit and its associated programs, TFSS promotes a model where tourism development helps create jobs, increase legitimate economic activity, and encourage stronger community participation in safeguarding their environments. The initiative also supports structured dialogue between policymakers, security agencies, development partners, and private sector actors to develop practical solutions that link economic inclusion, local intelligence networks, and regional stability.
A core component of this framework is ESCALATE, a community resilience tool designed to connect tourists, local businesses, and residents with relevant security agencies through secure and anonymous communication channels. By enabling discreet reporting of suspicious activities and early warning signals, ESCALATE strengthens situational awareness while protecting the identity of those providing information.
By integrating tourism-led economic activation with community–security collaboration frameworks such as ESCALATE, TFSS demonstrates how cultural and tourism initiatives can contribute meaningfully to peace, development, and long-term regional stability.
